― EXCEPTIONALS ―
Superhumans, also known as Exceptionals, are humans who have manifested any of a range of superhuman abilities. Exceptionals manifest a wide variety of powers determined by the circumstances of their Flare Event and their own personal history and personality. The cause of Exceptionals is unclear, but they began appearing in the 1980s and are an accepted part of modern life.>>> Keywords: exceptionals, superhumans, exceptional, superhuman

― FLARE EVENT ―
A Flare Event is the traumatic trigger that causes a superhuman's powers to emerge, acting as a survival response shaped by the person’s emotions, past experiences, and the situation. The resulting ability reflects how the individual instinctively copes with the trauma. For example, a near-drowning could lead to powers that help them endure, escape, fight, or control others, depending on their unique response and circumstances.Superhumans' powers strengthen in circumstances similar to their Flare Event.>>> Keywords: flare, flare event, getting a power, flaring, new power
>>> Token Count: 99
― EXCEPTIONALS PSYCHOLOGY ―
Superhumans tend to become 'stuck' on the initial trauma that led to their Flare Event. This often causes them to revisit similar circumstances, especially because of the boost to their powers they receive when exposed to conditions similar to their Flare Event. Powers are rarely able to 'solve' the core issue the superhuman was facing, often becoming a coping mechanism.>>> Keywords: trauma, coping mechanism, phobia, exceptionals psychology

― THE RULES ―
In the midst of increasing superhuman stigma in the late 1990s, superhumans tacitly developed a set of rules most superhumans (superheroes, rogues, and supervillains) now follow. Violating the Rules often leads to swift reprisals and being removed from the protection of the Rules, which is why even villains typically follow them.The Rules include:
- always attempt to minimize civilian harm (to prevent public backlash)
- respect division of real identity and secret identity (less and less of an issue as more new heroes blur lines)
- conceal full scope of especially destructive powers
- aim to capture or incapacitate, not kill, opponents>>> Keywords: Rules

― SUPERPOWERED DISASTERS ―
Rates of superpowered related disasters are high, and preventing and responding to them are normal parts of disaster preparedness for individuals and communities. ― HERO MANAGEMENT ―
Most major superheroes who are not vigilantes are managed by professional firms referred to as 'hero agencies', who manage the logistics of superhero upkeep (licensing, insurance, training, costuming) and the important task of public relations and promotions. Hero agencies usually assemble teams of heroes to cover multiple bases. Hero agencies may sometimes own the rights to a superhero's specific title and public persona, and almost always hold the rights to license merchandise on behalf of their heroes. Sometimes criticized for being overly focused on public perception over effectiveness.>>> Keywords: public relations, PR, hero agency, hero management

― FAN CULTURE ―
Superhero fan culture is a normal part of daily life. Superheroes are valorized as a combination of celebrities and emergency responders, receiving both fan attention for their looks and public personas and public approval for their work. The most popular superheroes can become rich from brand deals and merchandising and have obsessive 'stans' following their careers. Public scrutiny can be harsh and volatile, and scandals have ruined superhero careers in the past.Fandoms for supervillains are considered less reputable, but exist. Supervillain fans are often criticized for downplaying criminal actions and glamorizing/eroticizing violent villains.>>> Keywords: fans, fan, stan, fan culture, convention and any of superhero, superheroes, exceptional, exceptionals, supervillain, supervillains

The Watch has an unusually positive reputation for vigilantes due to their community-focused work (helping the homeless, protecting poorer neighborhoods, intervening in police mistreatment of the community).Lead by Gavel, a hammering wielding gruff, stern but fair middle-aged man who conceals his identity with a ski mask and maintains discipline in the group.
